Every university CIO knows the feeling. A major platform reaches end-of-life. The security team flags the risk. The CFO asks for a budget projection. And suddenly, a six-to-twelve-month re-platforming project lands on the roadmap, consuming engineering capacity, institutional energy, and hundreds of thousands in budget that had no other place to be.

Then, three to five years later, it happens again.

This is the Upgrade Trap: the recursive cycle where the platforms that universities rely on for stability become, themselves, the primary source of instability. It's not a fringe scenario. It is the structural condition that Drupal 7's January 2025 end-of-life (EOL) made visible at scale, affecting institutions that had built entire digital ecosystems on a foundation that the open source community simply stopped maintaining.

This article examines why the Upgrade Trap is a financial and strategic problem (not just a technical one) and what architectural decisions allow institutions to escape it for good.

The Drupal 7 Crisis Was Not an Anomaly. It Was a Preview.

When Drupal 7 reached its official EOL, it exposed a pattern that has been playing out in higher education for over a decade. Approximately 80% of the world's top 100 universities had been using Drupal in some form. A significant portion of those institutions were still running on Version 7 (a codebase launched in 2011) because migrating away from it was expensive, complex, and disruptive enough that it kept getting deferred.

The University of Waterloo provides one of the clearest illustrations of what "deferred migration" looks like in practice. When the institution finally initiated its move from Drupal 7 to Drupal 9, the project involved migrating over 950 individual sites, untangling a shared codebase with approximately 400 contributed and custom modules, and building a comprehensive migration toolkit from scratch, all while hundreds of content maintainers continued working on live sites serving millions of monthly page views.

That is not a migration. That is a small infrastructure project disguised as a platform upgrade.

The financial reality is equally sobering. Institutions running on unsupported legacy CMS platforms are spending between $20,000 and $50,000 annually on third-party security coverage alone, with every quarter of delay adding an estimated 1% to 2% to the eventual migration cost.

And because most higher education institutions align major digital projects with the summer calendar to avoid disrupting the academic year, a migration project typically takes six to eight months to implement, and even longer in higher education, where numerous internal stakeholders have a voice in the process. A delayed decision in the fall effectively means losing an entire cycle.

The question is not whether to migrate. The question is why the same institutions are being forced to make this decision every three to five years.

The Hidden Cost: Why TCO Calculations Almost Always Underestimate

The Maintenance Tax is the total burden of keeping a legacy platform operational: security patches, plugin compatibility updates, version-specific bug fixes, infrastructure maintenance, and the specialized developer hours required for all of the above. Unlike license costs, the Maintenance Tax is largely invisible until it is not, like when a critical vulnerability is discovered, or a key contributor to an open-source dependency announces deprecation.

In open source platforms, this tax is compounded by a structural characteristic: major version upgrades are not incremental improvements. They are often complete rebuilds. The transition from Drupal 7 to Drupal 10 was explicitly described by migration specialists as requiring a full site rebuild, meaning institutions that had invested in custom modules, themes, and integrations were starting from scratch, not updating.

This creates a financial model that works against institutional planning cycles in three specific ways:

CapEx spikes replace predictable OpEx – Legacy platforms force high, periodic capital expenditures for forced migrations rather than enabling a predictable operational expenditure model for continuous improvement. A CFO managing a university's technology budget cannot plan around an expense that arrives every four years with a price tag that scales with the complexity of the digital ecosystem that has accumulated in the interim.
The cost of inaction compounds silently – Security coverage for unsupported platforms is not a fixed cost. It escalates as fewer specialists maintain expertise in the legacy version, and as the gap between the deprecated codebase and the current web security landscape widens. Fragmented IT infrastructure also makes it nearly impossible to conduct a unified, long-term Total Cost of Ownership analysis, meaning finance leaders are often making decisions based on incomplete data.
Engineering capacity is consumed by maintenance, not innovation – Based on Griddo's experience with higher education institutions, IT teams running legacy open source CMS platforms typically allocate 35% to 40% of web engineering time to platform maintenance tasks (security patches, compatibility fixes, infrastructure updates). That's engineering capacity being redirected away from improving the student experience, building new integrations, supporting marketing initiatives, and keeping the lights on.

IE University's outcome after migrating to Griddo's MACH-based architecture illustrates the alternative: the proportion of engineering time spent on platform-related tasks dropped from approximately 40% to around 5%. That delta (roughly 35% of engineering capacity) was redirected toward strategic work.

The Architecture Question: Why Some Platforms Age and Others Evolve

The fundamental reason legacy open source platforms produce the Upgrade Trap is architectural. Monolithic CMSes couple core functionality, themes, modules, and integrations into a tightly interdependent system. When the core is updated, everything built on top of it must be retested, rebuilt, or replaced. The larger and more customized the installation, the more expensive and risky each version upgrade becomes.

MACH architecture (Microservices, API-first, Cloud-native, Headless) resolves this at the structural level. In a MACH system, each functional component is decoupled and independently deployable. The content management layer does not share a codebase with the presentation layer. Integrations connect via APIs rather than direct module dependencies. Infrastructure scales dynamically rather than requiring periodic hardware decisions. The practical implication for version management is significant: a cloud-native, API-first platform can be updated continuously and incrementally. There is no "major version" that requires a full rebuild because there is no monolithic core to rebuild. Security updates are applied by the platform provider at the infrastructure level, not delegated to each institution's IT team. New capabilities are added through API connections, not through plugin compatibility negotiations.

This shifts the financial model in a direction that aligns with how modern institutions want to operate: from unpredictable, high-cost capital expenditures on forced migrations to a predictable operational expenditure for continuous software evolution, where risk and cost are distributed over time rather than concentrated in periodic crises.

The Vendor Lock-In Problem That SaaS Alone Does Not Solve

CIOs who have lived through one forced migration often approach SaaS alternatives with a specific concern: trading one form of dependency for another. With open-source platforms, the risk is version obsolescence. With proprietary SaaS, the risk is data captivity: a scenario where the institution's content, structure, and integrations are effectively owned by the vendor.

This concern is legitimate. Standard SaaS CMS platforms typically host institutional data in multi-tenant environments where the university has limited visibility into and control over its own infrastructure. If the vendor raises prices, changes terms, or discontinues the product, the institution's options are constrained in ways that are structurally similar to the Upgrade Trap it was trying to escape.

This is a meaningful distinction from both legacy open-source (where the institution owns the software burden) and standard SaaS (where the institution owns neither the software nor the infrastructure). It provides the operational simplicity of managed software with the ownership assurance that C-level leaders require before committing to a long-term platform relationship.

What the Evaluation Should Actually Look Like

Most platform evaluations in higher education focus on features: content editing experience, multisite capabilities, integration with SIS (Student Information System) and CRM systems, and accessibility compliance tools. These are necessary criteria. But they are not sufficient for a decision that will determine the institution's TCO for the next decade.

The questions that actually predict long-term cost and strategic fit are architectural:

How does the platform handle version updates? Is the institution responsible for executing major version migrations, or does the platform evolve continuously at the infrastructure level?
What happens at the integration layer when the platform updates? In a monolithic system, a core update can break custom module dependencies. In an API-first system, integrations are decoupled from core updates and continue operating independently.
Who owns the data and the infrastructure instance? Under what conditions can the institution migrate to a different platform, and what does it take with it?
What is the realistic maintenance overhead? Not the vendor's estimate, but the realistic proportion of IT engineering time required to keep the platform operational versus directing capacity toward strategic initiatives.
What is the full TCO over five to seven years? Including migration costs, maintenance overhead, security coverage, integration management, and the opportunity cost of engineering time spent on platform maintenance rather than institutional priorities.

Institutions that have been through multiple re-platforming cycles often recognize, in retrospect, that the initial platform decision was made on features and price, and that the real cost only became visible two or three years in, when the Maintenance Tax began accumulating, and the next forced migration appeared on the horizon.

The Honest Limitations

MACH architecture is not the right answer for every institution at every point in its digital evolution. A few conditions where this model warrants additional scrutiny:

Migration cost is a real barrier – Moving from a heavily customized Drupal or WordPress installation to a MACH-based platform is itself a significant project. Institutions with deeply embedded custom workflows, large legacy content archives, or limited engineering capacity for a transition window may find the short-term cost of migration difficult to absorb, even when the long-term TCO argument is clear. The Upgrade Trap is a financial problem; so is the cost of escaping it.
Open-source governance has genuine value for some institutions – For research universities with active computer science departments, the ability to inspect, fork, and contribute to a platform's codebase is not just a preference; it's an academic and institutional priority. A managed, proprietary SaaS model does not serve that need, and the tradeoff deserves acknowledgment rather than dismissal.
The operational shift requires internal change management – A platform that removes IT dependency from content publishing does not automatically produce a marketing team ready to operate with that autonomy. The tooling change is faster than the organizational change. Institutions that have underinvested in digital marketing capacity may find that the bottleneck moves, rather than disappears.

The case for MACH-based infrastructure is strongest for institutions that are actively approaching a re-platforming decision, have already absorbed the costs of one or more forced migrations, and have marketing or communications teams ready to use the autonomy the platform provides.

From Cost Center to Strategic Asset

The Upgrade Trap is not inevitable. It is the product of a specific architectural decision: choosing platforms that require institutional resources to maintain rather than platforms that are designed to evolve independently of the institution's IT capacity.

Universities that have made the architectural shift to MACH-based, cloud-native infrastructure report two consistent outcomes: a reduction in platform maintenance overhead that frees engineering capacity for strategic work, and a reduction in infrastructure costs driven by consolidating from multiple legacy platforms onto a unified, managed environment. The framing that helps CIOs make this case internally is straightforward: the question is not whether to invest in a new platform. The question is whether the institution wants to keep making the same investment every three to five years, or make one investment in infrastructure that evolves with the institution rather than against it.
